Abstract:
The designation of West Papua Province as a conservation province in 2015, then changed to a sustainable
development province in 2019 through a long process from the initiation stage to the declaration created a dynamic.
Policy of conservation and/or sustainable development province involves a variety of actors with diverse roles but
share the same vision and mission. This condition creates dynamics that are important to be researched and
understood. This study aims to (i) understand and analyze the dynamic process of the formation of conservation
and/or sustainable development provinces, (ii) identify the actors involved in the process of forming conservation
and/or sustainable development province, and (iii) identify and analyze the roles of the actors involved.
Data/information was obtained through structured and open interviews using the snowball sampling method to
determine respondents. Based on the results of the analysis, the period of formation of provincial policies for
conservation and/or sustainable development was divided into 3 periods (I: 2010-2015 – Initiation & Declaration of
Conservation Province, II: 2016-2017: Legalization & Dynamics, III: 2018-2020: Consolidation & Provincial
Declaration of Sustainable Development). The actors involved in this process consist of governments (national and
regional) and non-governmental (national and international NGOs). Actors are grouped into 3 types, namely key
actors (initiators, namely local government and 3 NGOs), supporting actors (NGOs), and other actors (NGOs).
