Potensi dan Tantangan Pengembangan Peternakan di Kabupaten Pegunungan Arfak

Abstract

Pegunungan Arfak as one of the regency in West Papua Province by the central government is designated was given a status of special autonomy (OTSUS) by central government based on Decree No:22/2001. This province was directed as a ―power‖ for development and empowering of indigenous community. The policy which included livestock development can be used as chance to realize people welfare. In regard to support the recommended policy made by the government, quick assessment on land resources and socio economic analysis was carried. Socio economic analysis was carried out using integrated approach strategy, which was included social cultural and institutional approach. The results show that the challenge of self sufficiency in livestock product in Papua Province was still far from the expectation. This indicated by the supply of livestock product to meet regional demand come from other provinces. Land resources are still available particularly in low land area which is potential for ruminant development. There are many approach need to be given attention in order to support the success of development program such as: i). The development in Papua must be focused on Papua ethnic group, and as ethnic leader (ondoafi). The involvement of Papua ethnic people is an important instrument for the development program base on local culture, ii). Recommended technology should be based on local technology which already being applied by local community and iii). Cross sector program approach should be based on dominant regional program.
